Based on Cloudflare's Radar dashboard it may be. [1] I don't know if there is a better public dashboard. Perhaps someone from Cloudflare or ThousandEyes could share a better graph. The graphs are missing a lot of details such as TB/s or maybe uBlock is removing something.
