Might be the Only way to go. Rock protects against cosmic and solar radiation, provides a scaffolding upon which to affix atmosphere retention skin and protects against puncture by micrometeorites. I worry about the sharp dust for equipment, people, seals.

The 'dust problem' will be the big issue pretty much everywhere in the universe outside a wet atmosphere.
